each with its answer and the reasoning for every option, right and wrong.

About the answers. UPSC has never released an official key for this
paper. Every answer below was reasoned from primary sources — the Act, the
rule, the standard text — and cross-checked independently; 111
are high confidence and 9 are flagged where the wording admits more than
one defensible reading. Anyone claiming an official key for this paper does not
have one.
What the paper actually asked
Counted item by item rather than estimated: measurement, evaluation and
statistics took 35 questions (29.2%) — the largest single block and the
one that rewards study over general awareness. Language took 20, reasoning and
quantitative aptitude 20, policy and schemes 20, education and child-rights law
11, GK and current affairs 9. Office Procedure and pedagogy-as-learning-theory
drew no clearly identifiable items; pedagogy was examined through
assessment questions instead.
Only 52 of the 120 were plain single-correct. The rest were multi-statement
(45), Statement-I/II (13), matching (8), assertion–reason (2) and one
data-sufficiency item — which is how this paper separates understanding from

Success in online education during COVID-19 pandemic cannot be announced as a reality simply because education cannot be on transmission mode, with a switch on and off button. Education must take stock of dehumanising disruption to students and families. We have to see if students' entitlements are being compromised. We must provide meaningful academic curriculum alternatives. There has to be some effort to personalise education and bring in context specific alternatives rather than just a general modus operandi and applaud it as a grand success. In digital education, teachers feel trapped and enslaved to a system that encourages coaching, not teaching. Students learn more from each other, while engaging in challenging collective tasks and thinking together. Staring at a screen, learners do not think, question, argue, discuss but only act as remote receptors of what is beamed.
Based on the above passage, the following assumptions have been made :

The passage's own words carry I and II: it speaks of the "dehumanising disruption" caused when education goes on transmission mode, and it says "Students learn more from each other, while engaging in challenging collective tasks and thinking together." III introduces a distinction — out-of-school children versus classroom students — that appears nowhere in the passage, and an assumption must be traceable to the text, not invented from outside knowledge. Since III fails, every option containing it (b, c, d) falls, leaving (a).

Every strand of the passage — the switch-on/switch-off metaphor, the loss of peer learning, learners as "remote receptors" who do not question or argue — argues that the online mode cannot do what a classroom does, which is exactly (c). (a) is the extreme version the passage never states; it asks for personalised, context-specific digital alternatives, so technology does have a role. (b) misreads "teachers feel trapped and enslaved" — the complaint is that the system distorts teaching, not that machines replace teachers. (d) is a friendly, balanced statement, but the passage's tone is critical, and it nowhere calls digital learning a useful complement.

Only II is a clean match — "get down to work / get down to business" means to start applying yourself seriously. "Get back at someone" means to take revenge on that person, not merely "to react" to them, so III is a deliberately watered-down, wrong gloss. "Get along with" in its standard, tested sense means to be on friendly terms with someone; "make progress" belongs to "get on with (a task)", so the examiner has planted a mismatch. Marked MEDIUM because some dictionaries do record "get along with (something)" as "make progress with it"; on that reading the key would be (c).

Two planted errors. First, "most ideal" — ideal is an absolute (non-gradable) adjective like unique, perfect and complete; a thing is either ideal or it is not, so it cannot be "most ideal" (write "the two ideal conditions"). Second, "only few individuals" needs the article: bare few means "hardly any" and is already negative, so with only the idiomatic form is "only a few individuals". Marked MEDIUM because error-counting items are judgement-dependent — a strict marker could also object to the placement of "only" and read three errors.

Only I is right: to "put two and two together" is to piece the available clues into a correct conclusion. "At sixes and sevens" means in complete disorder or confusion — the exact opposite of "comfortable" — so II is wrong. "On cloud nine" means extremely happy or elated, so III inverts the meaning. Two inverted meanings and one true one give "Only one pair".

In III the verb amaze takes the preposition at in the passive, so the correct form is "At what were you amazed?" / "By what were you amazed?" — "What were you amazed?" is simply incomplete.

I is printed as an interrogative — "How clever am I ?" with inverted order and a question mark — and a question must be reported with asked ("asked how clever she was"), not with exclaimed; hence only one is correct. Marked MEDIUM: if the paper intended the exclamatory "How clever I am!" and mis-set the type, I would also be correct and the key would be (c).

A word's class is decided by its function in that sentence, not by the word itself. In I, "up" modifies the verb "are going" and takes no object — adverb. In II, "up" is followed by the noun "the hill" as its object, forming the phrase "up the hill" — preposition. In III, "Up" stands before the noun "train" and describes which train it is — adjective. All three labels are right, so (d).
